Can I mix clear nail polish with a color to....?

Yes. You can totally mix nail polishes together. For best results you may want to stick to using the same brand. And you may want to mix them in a seperate dish and apply with a paint brush that you can later clean with polish remover so as not to ruin the color of either polish.
